Scope of Container and Dry Battery Vendors Required to Install Resource Recycling Facilities, Facility Installation, Specifications and Other Binding Matters

Official Announcement of Scope of Container and Dry Battery Vendors Required to Install Resource Recycling Facilities, Facility Installation, Specifications and Other Binding Matters

Basis:

Article 19, Paragraph 2 of the Waste Disposal Act

Announced items:
  1. The vendor criteria of this Announcement are: hypermarkets, supermarkets, convenience chain stores, cleaning preparations and cosmetics retail chains, convenience stores in transport terminals and stations, gas stations, packaged beverage vendors at gas stations, mobile communications devices retailers, photographic equipment retailers and other vendors of containers or dry batteries.

  2. Vendors shall install resource recycling facilities and carry out the following recycling tasks: accept regulated recyclable waste containers (excluding agricultural chemicals or special environmental agents waste containers) or dry batteries that consumers recycle, and properly store, recycle and clear them pursuant to the regulations of the Waste Disposal Act. They may not clear recyclable waste containers or dry batteries based on general garbage methods.The vendor scope, the regulated recyclable waste container or waste battery items, and the resource recycling facilities that vendors are required to install are shown in Attachment 1.

  3. Announcement Item — A so-called chain store means running two and more shops based on an identical corporate identity system, business model, and management method.

  4. Announcement Item — So-called transport terminals and stations mean Mass Rapid Transit (MRT) stations, railway passenger transport stations, public road passenger transport stations, civil airports, freeway service areas, and other terminals or stations with management personnel.

  5. Recycling point signage specifications for the resource recycling facilities that vendors are required to install are shown in Attachment 2.

  6. Recycling point signage shall always be kept intact and its drawings and text shall be clearly visible.

  7. Recycling point signage shall be posted toward the outside during business hours, hung or placed in a clearly visible place at the entrance of the business premises.

  8. The specifications and locations of recycling receptacles for resource recycling facilities that vendors are required to install are shown in Attachment 3.

  9. Recycling receptacles shall be receptacles, boxes, racks, baskets, bags or outfitted containers that suffice to prevent the leakage of their contents and waste liquids. During business hours they shall be kept in a state that allows recyclables to be thrown in.

  10. Vendors may install separate recycling receptacles in the same location for sorting waste containers and dry batteries.

  11. For those circumstances in which recycling point signage states Please Hand Recyclables to Service Personnel in letters with a side length of two centimeters or more, the specifications and locations of recycling receptacles may be exempt from the restrictions of Announcement Item 8.

  12. In those circumstances where different vendors operate in the same premises, they may jointly install resource recycling facilities and jointly shoulder recycling and clearance responsibilities upon approval by the competent authority of the place of the business premises. The specifications and locations of their resource recycling facilities may be exempt from the restrictions of Announcement Items 5, 7, and 8.

  13. In the event of an epidemic, vendors that operate within hospitals and clinics may, upon approval by the central competent authority, clear and dispose waste containers or dry batteries that are to be recycled together with the waste of the said hospitals and clinics.

Enterprises that are established at gas stations and sell packaged beverages (including automated vending).

Retail enterprises that run premises targeting the general consumer and sell wireless, mobile telephone and other mobile communications devices that contain dry batteries, or dry batteries for such devices.

Retail enterprises that run premises targeting the general consumer and sell cameras, video cameras and other photographic equipment that contains dry batteries, or dry batteries for such equipment.

Attachment 2

Recycling Point Signage Specifications

  1. Recycling point signage comprises at least three adjacent but not overlapping sections: Recycling Mark, Items Recycled by This Shop, and Resource Recycling Hotline.

  2. The recycling mark in the Recycling Mark section shall be a square with a side length of at least 12 centimeters. It is drawn as follows: 回收標誌

  3. The Items Recycled by This Shop, section shall at least comprise the words this shop recycles or this station recycles and text for the regulated recyclable waste container or dry battery items (such as waste containers, waste batteries, waste lubricant containers etc.). Each character shall have a side length of at least 1.5 centimeters.

  4. The Resource Recycling Hotline section shall read Environmental Protection Bureau Resource Recycling Hotline □□□□□□□□ (Contact number for resource recycling at the Environmental Protection Bureau in the place of the shop) or EPA Resource Recycling Hotline Tel. 0800-085717. Characters and numbers shall have a side length of at least 1 centimeter.

Recycling Receptacle Specifications and Locations
