Public Announcement of Scope of Enterprises Responsible for Marking Relevant Recycling Labels on Goods and Containers, Size and Locations of Label Designs, and Other Binding Matters for Recycling Labels

Article 19, Paragraph 1 of the Waste Disposal Act
The scope of enterprises responsible for marking relevant recycling labels on containers and marking times are as follows:
Apart from agricultural chemical or special environmental agent container manufacturers, container manufacturers responsible for recycling, clearance and disposal and for payment of recycling, clearance, and disposal fees pursuant to Article 15 of the Waste Disposal Act (herein referred to as this Act) shall mark relevant container recycling labels on completed containers starting the second day after three months following completing registration pursuant to Article 16 of this Act.
Manufacturers of flat containers or non-flat, non-washable dining utensils responsible for recycling, clearance and disposal and for payment of recycling, clearance, and disposal fees pursuant to Article 15 of this Act shall mark relevant container recycling labels on completed flat containers or non-flat, non-washable dining utensils starting the second day after three months following completing registration pursuant to Article 16 of this Act.
Apart from agricultural chemical or special environmental agent container importers, container importers responsible for recycling, clearance and disposal and for payment of recycling, clearance, and disposal fees pursuant to Article 15 of this Act shall mark relevant container recycling labels on containers that are sold, given away, or used in sales promotions starting the second day after three months following completing registration pursuant to Article 16 of this Act.
Importers of flat containers or non-flat, non-washable dining utensils responsible for recycling, clearance and disposal and for payment of recycling, clearance, and disposal fees pursuant to Article 15 of this Act shall mark relevant container recycling labels on flat containers or non-flat, non-washable dining utensils that are sold, given away, or used in sales promotions starting the second day after three months following completing registration pursuant to Article 16 of this Act.
Relevant container recycling labels shall include container recycling labels and plastic recycling identification codes. Container recycling label designs are as shown in Attached Fig. 1; plastic recycling identification code designs are as shown in Attached Fig. 2. Non-plastic items do not require marking with plastic recycling identification codes.
Container recycling labels and plastic recycling identification codes are not required to be any specific color, but must be one single color.
Relevant container recycling labels on containers shall be conspicuously marked on the container, packaging, or tag.
Relevant container recycling labels on flat containers or non-flat, non-washable dining utensils shall be conspicuously marked on the body, packaging, or tag.
Enterprises that provide containers, flat containers, or non-flat, non-washable dining utensils for export are not subject to the restrictions of this Announcement.
