  2. This Official Announcement shall take effect January 1, 2005.
  3. Responsible enterprises, their associations, or relevant environmental protection groups may at any time submit concrete scientific data and information as reference for the review and revision of these fee rates.Based on a review by the Resources Recycling Fee Rate Review Committee the EPA may revise this official announcement in accordance with the Waste Disposal Act and relevant regulations.

  1. (Note 1) If the heavy metal content of manganese-zinc batteries and cylindrical alkaline batteries for any of the heavy metals mercury, cadmium, or lead exceeds the following standard values, the fee rate shall be four times the basic free rate. The standard values are: mercury 0.0005%, cadmium 0.025%, lead 0.4%.
  2. (Note 2) Regardless of which material container accessories are made, they shall all take the recycling fee rate for the bottle material as basis for fee payment. For instance all accessories for PET bottles shall take the PET recycling fee rate as fee payment rate.
  3. (Note 3) For those that use PVC materials for accessories other than the container or bottle, the fee payment calculation formula shall be a 30% higher fee rate multiplied with the total amount of containers and accessories.
